　　中新社北京4月25日电 (记者 李纯)中国国防部新闻发言人吴谦在25日举行的例行记者会上指出，美日菲联合声明罔顾事实、颠倒黑白。三国政府在台湾问题上均向中方作出过郑重承诺。中方要求上述国家信守承诺，立即停止干涉中国内政，停止破坏地区和平稳定。

　　当天有记者问，据报道，美日菲峰会近日发表联合声明，对仁爱礁局势和中国在南海、东海“危险和侵略”行径表示“严重关切”，敦促中方遵守南海仲裁案裁决，并呼吁和平解决台湾问题。请问中方对此有何评论？

　　吴谦指出，美日菲联合声明罔顾事实、颠倒黑白，对中方进行无端指责，中方对此表示强烈不满，坚决反对。

　　吴谦表示，中国对南海诸岛及其附近海域拥有无可争辩的主权，这有着充分的历史和法理依据。菲律宾的领土范围是由1898年《美西和平条约》、1900年《美西关于菲律宾外围岛屿割让的条约》及1930年《关于划定英属北婆罗洲与美属菲律宾之间的边界条约》等一系列国际条约确定，从未包括中国南沙群岛和黄岩岛，菲方对此是心知肚明的。

　　吴谦说，钓鱼岛及其附属岛屿自古以来就是中国领土，最早由中国人发现、命名和利用，自明朝初期就已在中国海防管辖范围之内。日方利用甲午战争窃取了钓鱼岛及其附属岛屿，根据《开罗宣言》和《波茨坦公告》等国际法律文件，钓鱼岛在国际法上已回归中国，这是有公论的。日方想在钓鱼岛主权问题上浑水摸鱼，这完全是痴心妄想。

　　吴谦指出，南海仲裁案所谓裁决完全是废纸一张。南海仲裁案仲裁庭违背“国家同意”原则，越权审理、枉法裁判，严重违反《联合国海洋法公约》和一般国际法，所作裁决当然是非法无效的，中方绝不接受、绝不承认。

　　“顺便说一句，在接受国际仲裁问题上，美方有着很坏的历史记录。不要说非法的仲裁，就是合法的裁决，美方也曾多次拒绝接受。我们要求美方在指责他人之前先认真反省一下自己。”吴谦说。
