　　中新社北京3月7日电 (记者 张素 马帅莎)中共中央政治局委员、外交部长王毅7日在北京表示，如果企图在人工智能上搞“小院高墙”，将会犯下新的历史错误。

　　在当天举行的十四届全国人大二次会议记者会上，王毅表示，人工智能进入爆发式发展的关键阶段。中方主张发展与安全并重，既要拥抱新事物新机遇，也要装好刹车再上路，共同推进人工智能全球治理。

　　王毅说，中方关注的主要是三个确保：一是确保有益。人工智能的发展有利于人类共同福祉，符合人类伦理规范，符合国际法规则，符合人类文明进步方向。二是确保安全。人工智能始终处于人类控制之下，不断提高可解释性和可预测性，为此要建立各种风险评估和管控机制。三是确保公平。在联合国框架下成立人工智能国际治理机构，各国都能在人工智能的发展进程中平等参与、平等受益。

　　他说，“如果企图在人工智能上也搞什么‘小院高墙’，将会犯下新的历史错误”，不仅阻挡不了各国的科技发展，还会破坏国际产业链供应链完整，削弱人类应对风险挑战的能力。
